1. Control panel/Regional and language options/Select Languages tab/Supplemental language support/Check install files for east asian languages
2. Select Advanced tab/Seclect Chinese(Taiwan) for non-unicode program
3. Start/Settings/Control Panel/Regional and Language Options/Languages/Details/Advanced/ then you need to make sure Compatibility Configuration is CHECKED.
4. Start/Settings/Internet Options/General/Languages/Add Chinese (Taiwan)
